Are you on a hosted server ? or your own home server ? if it is a hosted server with FTP access  you shut down the server and open the "Command Line Manager" on your dashboard which will show default Commandlines and Custom ones, opt for the Custom one and click on edit, you will see a list of options which will include server name , description and one for map seed and map size (make sure the map you have chosen is the right size for you and enter the map size in the box), change the map seed to the one you want and click on save, Then restart the server,  BE AWARE that this will wipe any map you already have and everything on it that players have built etc,

We are on hosted server, we have been trying everything but we cant fix it ... the map is 4000. but we gave up on that part.

We even have problem with oxied now, we can see the oxied file but when we put in a plugin it wont show it into the config file.

Do you have FTP access ? , Do you have a Dashboard where you can make changes to your server ? like the one below.....

i just order same host as you, i will try it out on this one and see how it goes.

We wanted this map, but its not working for us, we use the same host as you do. We dont know how to convert it so we can actully insert this map into our server. This is a 3000 map seed.
