There has to be a way. I have heli's blocked on my server but people are still able to waste scrap and buy at bandit camp. I've tried everything and setting up a zone every wipe is exhausting.

This would be very much appreciated, I have very minimal experience with editing cs files and I'd surely not do it correctly.

I decided to implement this into the Vehicle Vendor Options plugin that I maintain. I just pushed an update now.

In the config, you can restrict each vehicle type to a permission. As long as you don't grant anyone that permission, they won't be able to spend scrap.
