I only said this as comparison because can't understand how unlucky he has to be in order to get blacklist multiple times if he does "nothing wrong" as he said in the topic because even if you do you still receive NO punishment. And Yeah I am not just a hater... While I try to make my own community and grow my server legit or just like regular players wanna have some fun and just join inside full x2 200/200 or 300/300 server and play I need to visit battlemetrics in order to find a server because Russians flood the server browser in-game with fake pop servers or even fake pop big servers like Adysol, Stevious, etc... I can join and waste 5min of my life but will make proper multimedia, screenshots + videos.

Had this happen to my server now twice. Server hangs, in a bit of a weird way: Like RustAdmin says connection is active, but players cannot do anything on the server as in they can move, but not interact with anything. Anywho...the server shows the eplayercount it had when it crashed/got stuck and I guess that is why it got blacklisted (You cannot join the server). FP has been courteus enough to remove the bans, but said that next one is permanent...which kinda sucks as I have no idea what is causing it.

There are two ways of getting blacklisted:

1. Being modded in community. OP being a perfect example by literally modding everything. Stacksize etc is all not allowed under community

2. During server freeze/crash where it shows more players than there actually are. Then facepunch thinks you 'fake players' like those russian/chinese fake servers.

Are you sure you were not under the community servers? Because your plugins can't be under community servers.
