I set it up via RustAdmin:



 .... and when someone writes !pop in a game chat everything works fine but only if RustAdmin is on. If I turn off RustAdmin and if someone writes !pop on game chat, no message comes out. So RustAdmin must be turned on for the command to work.

That is not a problem but just how it works. Either keep PC on with free Rust Admin tool or get the paid version which dont requires you to keep your rustadmin on on your pc

Are you sure the paid version doesn't have this problem?
Is there any other free RCON tool that does not have this problem?

Whats your problem to install plugin that will send online on your command? Why you are trying to do that with RCON tool?

You cant use plugins like that on community servers

I know community servers use rcon tool for this and not plugins for blacklisting reasons.

You need rcon tool to be online though. So either have the free one running yourself (on your pc or your server) or use the paid one that runs for you (with or without your pc/server on).

Of course if you are modded then you can use plugins without having to worry

Can RustAdmin be installed on a Linux server (centos) ?
