If, as you say, you are an admin why dont you grant yourself the permission required ?

There's GOD level plugin but not on Umod and is paid so I won't mention it here but you can freely build in the sky or in the radtowns and whatever... No more shit rust limitations even for admins, nope no more shit cant build there or checks stuff...

But looks like you try to build into building blocked zone of another player and placing in already existing building, so can't you just  Autorize on his TC if that's the problem?

You need build.perm in oxide to use the plugin, won't work if you are just admin
