My server has a good ping but appears on the list after 20-30 seconds. My server is in Community and has installed Oxide.
Is that maybe a problem?

looks like you have some plugins that should not be on a community server,
*afaik its "anything that changes the players experience" .
And that's why the server appears on the list after 20-30 seconds ?
