Found this issue this morning.

Plugins seem to be working fine, but all commands give: Command '*******' not found.
I tried the following:
1.i) I updated my server using my update script (checks for an update and verifies files)
  .ii) Downloaded and installed latest Oxide from yesterday.
  .iii) Launched my server using my launch script. (Does not check for updates/validation)
  .iv) Oxide command still not found. Plugins are working.

2.i) Backedup and removed Oxide folder.
   ii) Removed Compiler and RustDedicated.
  .iii) Repeated steps noted in 1)
  .iv) Oxide command still not found
  .v) Restored Oxide folder
  .vi) Oxide command still not found. Plugins are working.

I am not sure where to/what to look for in the debug log. Please advise.

did you try typing oxide.version in rcon console .
did you try typing "plugins" in rcon console to see if they all compiled,

If native Oxide commands are not found like "oxide.version", then Oxide is not installed fully.

It was an ID-10-T error.
i.e. I used "oxide reload" not "oxide.reload"
