is it possible to use the spawn player in f1 and give them a name ? I know I can use human_npc or the other nc spawner but I just wanted to mess around with it and when I do spawn player it just gives then a random number name.

IIRC there isn't a way to give them a name from spawning them from the f1 console, you will probably have to use a plugin.
