Recent increase in lag when riding horses, driving, flying

I host my own server and it has been sailing fine the last couple months but recently I have noticed lag when riding horses, driving boats, and flying helis. But worst of all scientists teleport around on oil rig, making them hard to shoot. I have my suspicions that it is the fact that my servers fps with ~25+ players online is 15 or below. There seems to be a issue with how the server is running because I have plenty of RAM and CPU allocated to it. I only have a few admin plugins installed because it is vanilla. Are there any troubleshooting steps I could take that would help point a finger at the problem? Here is some info I have seen others request.
