Can't get server ports to open, can't connectSolved

Hello, I recently started a server again and I had it up and running my ports where open, etc everything was going great! until my power went out the other night and now i can't connect to my server and the server doesn't want to connect to RUSTIO.... I don't know what happended how the power going out screws everything up
(Running the server off my laptop) 

But if anyone can help me out via Team viewer or Discord or Whatever I'm willing to pay you few bucks if you can help me get the server back up and running! (Sorry if this isn't allowed mods please let me know or remove this from the post)

Things I've done:
-Ports are Open on the Router & Compter/Server
-Firewalls are Off on the Router & Server/PC
-Restarted the Computer & Router
-Restarted the server multiple times

I'm lost at this point any help would be greatly appreciated!

Did you set a static local IP address for the laptop? DHCP might have assigned a different address when you booted up after the power loss and that's why your port forwarding does not work anymore.
