Plugins can save and shut down your server, they can't actually start it. Shutting down your server gracefully also automatically saves, and your server autosaves by default.
smooth restarter is not working. its only notify but not restart server.

It would handle the restart like any other plugin would, via the "restart" or "quit" command. You can use the other option mentioned above as an alternative.
