I'm looking to let a player on my server to be a player admin I'd like to give him the ability to use kick and ban command in the F1 console but I have no idea how to do that can anyone help me out?

Your better off using a program like "rustadmin" (google search) and letting him have rcon control. no one needs to be admin to kick or ban players
You can do this by setting up a discord server and allow him to run the commands from a hidden discord channel. After connecting up your Discord and Rust server. Recommend using: https://umod.org/plugins/rustcord
