Normally when I update after wipe, the first time through the update from here replaces 30 odd files, this time only 10? Is that correct?

For what exactly? The amount of files with Oxide has not changed. The amount of files in a Rust update varies based on what they update, but that isn't related to Oxide.
IDK which files, just going off the pop up I get from Windows server when I add the RustDedicated_Data folder out of the zip from here. For the last year it has asked if I wanted to replace the 30 files, and I've always clicked yes. This time through it was only 10.
Though, the zip file was 9.9 MBs like normal...
Sounds like you had a clean install this time vs. an existing install of Oxide.
