Very true , and the simple way to do it is not build next to rocks ! , I have built many bases in rocky areas and usually manage to encompass the odd rock or two without any problem, just have to be imaginative in your design.

The image you're showing is default behaviour, you don't need a plugin for that.

You're just misunderstanding how the game works. As pookins already said, if you place your construction carefully you can build within rocks to a certain extent.
