Is there a simple plugin that just lets players build a pump jack wherever they like and use it?

should not be that hard to implement in a plugin form, here is the prefab:
assets/prefabs/deployable/waterwell/waterwellstatic.prefab
in the mean time a temporary sollution is to use the "spawn waterwellstatic" command via an admin

There is backpack pump jack mod.
You can add them to vending machines with compound options or others. You can make NPC vendors too.
You can add them to the server rewards store.
Maybe you can unlock the blueprint with blueprint manager.
