Dragging low grade into the head gear removes all the extra low grade it cannot hold in it. Reported it to rust as well, wasn't sure what was causing it.

This has nothing to do with stack size controller, I have just tested this and found that low grade that exceeds amount that hat will hold stays in inventory, tested it twenty times, both with hat in inventory and when wearing.
