i try google cloud server for rust

i open windows server 2019 desktop i open the 28015-28016-28017 port udp and tcp in google and windows 

i try in steamcmd and opened but i do not connect btw i select statik ip for my server 

i open the port but i check my port in https://canyouseeme.org

but not opened check i think this is the reason i do not connect to server

can anyone help me?
