Banned players keep joining
Hey guys ,..Ive got 2 abusive lads in my server and I keep banning them and they just come back in?
they wont stay banned ,..dont know what to do
Use RustAdmin and set a rule to ban their IP as well.
Yeah I tried via Rcon and F1 console but it didnt work so I've just subscribed to the battlemetrics rcon so I can see the ip and do it that way 
Hopefully ,..theyve left now but they will come back ,..maybe under a diff name
The BattleMetrics RCON is pretty nice. The RustAdmin RCON is free and can do almost all of What BM RCON can. RustAdmin has a paid web version now.

Either way, ban their IP for a while. 
IP banning is redudant in my opinion, anyone can get a new IP address in seconds, just ban their SteamID from your server.
Type status in console, you don't need BM to see their IP address.
Use RustAdmin to manage your server, not the online version.
@Illusive install server armour. And ban them. It has a feature to avoid ban evasion by doing family share (which is what is most probably happening here).

IP banning is something that should not be done ever, in my opinion. Like runescape said, most ISPs give a router a new IP on router restart, sometimes every 24hrs. So you might be banning them for a couple of hours, and tomorrow someone else will have a ban to their name for no reason, since they have the old IP now.

I disagree with the advice about not banning the IP for a while. I think at least 72 hours to 2 weeks. Pho3niX90: most routers don't restart nightly, but then again, I don't have logs from all routers in the world to check this. I think it's about every two weeks from what I can tell about in my 12 years of experience paying the internet bill and being aware of my current external IP. If routers restarted nightly, we'd know about it more often 'cuz we play games all night long. The chances of the banned IPv4 address being re-used and it blocking a player is 1 in 3,706,452,992.

If you don't ban the IP, they can Family Share from their same IP almost instantly and log back in. They could have a VPN: but I think more people can Family Share for free more often than toggle new IPs on through a special paid VPN client.

RustAdmin has the ability to block Family Shares as well. It has recently added the ability to use a free, or paid VPN detection service.
/agree You should use ServerArmor as well. Pho3niX90 will always be making it better.

The problem isnt as much when a router auto restarts, but how a person can possibly ban evade, which would be to manually restart a router. 

ISP's do auto assignment most of the time, here in South africa you usually lease the IP for 24 hrs, and after that you are assigned a new one, if the router restarts or not.  

Although there are 3.7B Ip4's, that figure is worldwide, most servers are geographically serving players. 
Example: One of my servers have 30 people that have had the same IP. Why? They are using the same ISP, and said ISP only owns 20K IP's. Furthermore for one town in particular most of the users are all using a WISP (wifi based internet connection to isp), since there are  no fibre or dsl available. In this scenario 50% of the town has the same IP. 

Back in the day IP's were more "permanent", but in todays society with safety and annonimity being priority, they move around more frequently. 

Yeah FS is an issue, however I have been linking all possible account combos for a while now, so if a lender has a ban on your server, the borrower will NOT be able to get on your server with server armour.
