Lot of problems with their last update. try deleting it after copying settings.ini , then unzip it again to the folder , start it up and enter config information and see if it starts up and finds your server, if it does, close the program and paste settings.ini into the folder and start it up again.
The problem is that any settings you want must be made before you paste the settings.ini because once you do none of the "boxes" will be "tickable", I have been in contact with the dev for the last few days and no matter what is suggested i cannot copy/paste user.cfg folder or any of the other files such as "players" or i completely lose connection and it stays disconnected,
As this is an outside extension you will have to contact RustAdmin support for any other help

According to your information, you are using the Limit RCON plugin and your IP address isn't configured to be allowed.

but i dont add new plugin  . just changed ip address    this is problem?
