RustIO does not show where oil is on map/not allowed for community ?
Seed where large and small oil are not close?
They are usually on opposite sides of the map anyway, or at least far apart, whichever seed you use.

Seems to be the case for maps below 4K, seems to be right next to each other on 4250 maps (unless I got bad luck twice)JimDeadlock

Must be bad luck, I've had several 4250 maps lately and oils have always been far apart.

Just try a few random seeds until you get one you like, that's what I usually do.
