For me it worked to delete the oxide.config.json and restart the server. I have no idea why.

The only way that would fix anything is if that file was corrupt and unreadable, but then your server wouldn't even start.

I can only tell you what I did. Tried 3 times to wipe the server and put the files on it.
The only plugin that seemed to work due to its newest update was Gather Control.
All the other plugins didnt.
I kinda just deleted that file after another wipe just to see what it might bring, put all the plugins on the server again and voilà it worked.

Just stating the facts. ;)
