Well that is the one to use, but you just spawn them in the biomes and arm them with ak's and put their health way up, you can also increase their speed by increments to make things more interesting.

The arena death match mod. There are pvp arena builds in the steam workshop. Use copy and paste to put it in the world. Cast a zone with an undestructable tag. Make kits. Then you can configure the eventmanager.

Primitive bow arena, first to ten, server reward points for each kill and a bonus for winning. A lot of people like the primitive arena.

Here's an alternative point of view for you to consider...

A low-pop server is never going to be much good for PvP, you can add bots etc but it's not the same as real players. PvPers are better off playing on busy servers where other players go for PvP, it stands to reason. I know you're trying to attract as many players as possible but when you try to please everyone, what happens is that you end up providing features that are "adequate" for everyone. A jack-of-all-trades.

I run a low-pop server myself. I accept the fact that it's not attractive to PvPers, and this allows me to target the non-PvPers and provide mods that are geared towards them. Sure, this tends to drive away the PvPers but they were never going to stay here for long anyway because of the low pop. On the plus side, over time I get a very loyal following of regulars who love the setup because it's specifically designed for them.

TL;DR - you will never please everyone, so try hard to please certain players and let the others go.
