I hope it is ok to post this.... I struggle to find few plugins... I saw them so many times on other servers...
one of them is like welcome screen ( not /info plugin) where I could put some most important rules and player need to click button for example I agree ... bla bla bla..
second plugin is when players spawn with full healt and other one when weapons are at full health and stay at full health.

I do have server info and it is not that, I log on and it is full screen with rules , when I accept them then server info pop up after it... unless I can not configure it like this.... all it is I want to players accept fundamental rules on joining server so there is no arguments when it comes to bans

This doesn't really answer your specific question but I would advise against what you're trying to do. Making players agree to rules in that way will just make your life worse because you're showing weakness. It's like an invitation to an argument. The best way to deal with bans is to get your players used to the fact that you are in charge and you are not going to justify your decisions to them. Like it or lump it.

The screen you saw was probably from a (no longer available) plugin called Rules.GUI  (which i still use) , It has the accept /reject button, I dont regard having a set of rules that players must accept to play on the server , it is not a sign of weakness (no logic in that) and there is no argument involved = they break the rules they are kicked, they come back and break them again , then they are banned , end of problem.
