Can't use admin commandsNot An Issue
So i have a server with my friend and he can use all the commands but even tough he gave me permissions i cant use the admin commands, why?

Do you remember there is ownerid command? And don't forget also about o.grant user nameOrId * which will give you all permissions registered in oxide (umod).

I would highly discourage blindly granting all permissions from plugins, that could be very bad and create a big mess.

I might be wrong but didnt they change it to o.grant user (etc)  from oxide.grant user (etc) a while ago ?

No, oxide.grant has existed for over 3 years, was never removed. o.grant (and the other o. aliases) were added awhile back.
I asked the server to give me a list of menbers on the server and me and my friend appeared as owner and nothing else.

Sounds like you weren't actually added then, else it wasn't saved properly.
But the thing is i can use admin commands such as vanish and tp witouth permission of the person itself. And as me beeing the owner and he gave me all oxide permissions of the plugin of the radar

Those aren't "admin" commands, those use permissions and can be assigned to anyone on command. "Admin" in Rust (aka ownerid) is entirely separate from what most plugins use, but having that ownerid set is what the F1 item menu and native Rust commands use.
