On my server there is a rule of max #4 players together. This includes both online and offline players to make sure we don't get clans that are too big and are being a zerg by killing everyone on the server resulting in a loss of players. Because of this there is obviously also a no teaming clans rule to prevent clan alliances where there is 4x4 different clans basicly making up a 16 player team.

However a rule like this is very hard to moderate in a game like rust.

I know you can set maximum clan members in plugin configs and you can use a cvar to limit the maximum ammount of team members, yet people still break this rule obviously.

People are obviously able to report rule breakers and teaming clans in the discord along with proof such as screenshots and videos which helps alot. Then i'm also active myself alot in the server to make sure people do not break the rules however this rule seems really difficult to moderate anyway so what I am wondering is how do other server owners do this? Have they a maximum number of players per team/clan rule and what is the exact rule and how do they enforce it? I'm looking into ways of making this easier and more clear and simpler to handle.
