Open the chat (key y for me) => click on the chat => PageUp or PageDown or mousewheelup/mousewheeldown

If you turn down your UI scale to something around .7 or lower, the chat can scroll a little bit. But it's not, like, full-on scroll history.

EDIT: Nah, I can't get it to work anymore. I was able to get it to scroll a bit before but not anymore.

I'm sure this was a feature that was removed. I remember being able to scroll the chat.
