This month seems to something has changed, I don't know if it's the server or the host (machine), but the server used to have 240-250 fps, and now its under 150 even wiped, the new update screwed up something or some limitation of the host? cpu core limitation can cause low fps? thanks

150 is not anywhere near "low" really. I'd be concerned if it was under 30-60, but otherwise not.
I'd blame the host! I like my FPS at a solid 240. Check out https://facepunch.github.io/webrcon to get a graph of your server performance. If it's wonky, try restarting or creating a ticket with your server provider.
Nothing to worry about, most monitors wont take that many fps anyway, the game itself used to have a fps limit of 128 , So many players are playing this game on laptops and low end machines that would be lucky to get 60-80 fps,
my fps preference is 60, suitable for everything
