Low Server Fps form 17-18 to 60-80?! Any fix ideas?

Today rented rust server from ICN.BG hosting company. Its windows server 2012 machine and covered the minimum requirements but when downloaded server files and srated my start.bat server took more time to load than test server on my home pc and then server fps were like 20-80... 1st time started form 160 but fell to 100 and...
Just started clean server and also clean map at all. Anyone have sollutions and steps how to fix sevrer performance at all if possible or any tips?

Probably because it's only 2.4 GHz / vCPU. Rust uses like 2 vCPUs. I can't really read the ram amount, is it 8 GB or what?

is that a paid host if so i would be looking for a new one.

So its 8.89gb ram at all
Players said its fine and no lag... its located inside my coutrny and ping is 12-20 ;)
Just if there is tips how to optimize would be ok and how to lock fps also :)

OK will try this, but also can you help on discord i tihnk would be more easy... and review my startup config? Also there were command to limit fps to 60 or 100 idk why but drops to 17fps is not ok  while on i5 4460 3.2ghz and 16GB ram hosted on my pc the server before and played rust also got 234fps average... hmmm and also there were something if set windows to performance mode in power options heard that somewhere but not sure...
