Server stability and decay modification?

I have a little question for you here...
I have tweaked the config file of my server with this:
decay.scale 0.01decay.bracket_0_costfraction 0.001decay.bracket_1_costfraction 0.003decay.bracket_2_costfraction 0.005decay.bracket_3_costfraction 0.007decay.upkeep_inside_decay_scale 0.001​
It works great, it allows to build some helluva buildings with no stability issues just like in Minecraft and, having great players, I have some great buildings on my server.

The problem is that the random players that pop in, leave random building that have a veeeery long decay time "outside the TC": wherever I place some foundations or/and build something without the TC, that building take literaly days to decay completely.

If I destroy the foundations or any other part of the building, the deployables and the rest of the building float in the air like there is no physics (just like in Minecraft....)

QUESTION: is there a way to avoit all these OUTSIDE ANY TC and keep all these INSIDE ANY TC?
QUESTION UNDER ANOTHER POINT OF VIEW: is there a way to make buildings and deploaybles decay normally when they are not protected by a TC so that the server is not clogged by abadoned trash?

I am searching for some plugin but I would like it to be config driven rather than plugin driven.
So far I have found:
ENTITY CLEANUP
OBJECT REMOVER
AUTO DECAY
AUTO PURGE
