when a player takes over access of the tc, they can't alter the previous build..
there is no option to knock walls down or deck wipe with a hammer..
sometimes they can't even destroy parts of thier base that they created after a certain period of time....

im sure this is being controlled by a plugin... if anyone knows please let me know.. i can find a solution..  thankyou guys
