Yes, but Facepunch only allows admin tools, nothing that changes the game for players where it would appear modded.

Example if i mod gather x3 and hide admin green on my server do i still can able to add on community server with the plugin and oxide not remove. if really can do it therefor its wont apply the effect affect at all?

Those could technically get your server blacklisted, as those are changes that players would see and would not be admin tools.
