I rent a server through zaphosting. everything was running fine, until i did a server reinstall yesterday and now oxide doesn't seem to be running and i can't get mods installed.

Oxide would not be installed then if it isn't "running", it doesn't load or not load, it'd have to be installed. Otherwise, check your oxide/logs for errors.

I have tried to get it to install, but it just won't work, and I can't get the rust admin tool to connect either.

I'd suggest contacting your host for assistance with it. It sounds like your server is not even running, and I'm not familiar with that host's layout.

when i go into  filezilla my oxide plugins folder isn't even there.

That means that Oxide has not been started once with the server, so never fully installed and server started.

If you are trying to install it manually via FTP, your host may not allow that; check to see if they have an install method via their control panel, otherwise contact them for guidance.
