Why should I create an account ?

By creating an account you will be able to share the bans from your server with the community. Hence, every others admins using RustAdmin to manage their servers will see how many times and why each player has been banned by another admin. The number of bans of each player is displayed in the players tab of RustAdmin. It is a good indicator to fight the cheaters.

I registered there, but after banning someone from rustadmin it doesn't seem to show up or uploaded onto their database. Or do we have to use ingame ban commands for it to show? Or maybe they need to be online while the ban happened.
Go to the "Bans" section, log in with your account in the bottom right, then click "Test state", after that it should automatically share the bans of your server. 
Let's say it did not, you can always do it manually, again, in the "Bans" section, by clicking on the name of the banned player and then choosing the option "share".

It works perfectly for me though without any issues.

Just make a new account you dont even need verification I think so the email can literally just be rubbish
