I had contacted the author awhile back about this, but probably on the old site.  I have an update to add the abillity to bypass the recycler cooldown using the Economics plugin.  If you want to bypass, you type /rec pay, and pay a configured amount to bypass it.

I see.  No, I don't think that would be within the scope of this plugin.  I just added recycle.nocooldown so Shop plugins could "sell" that permission temporarily to players, having the same effect.  Thanks @rfc1920
