There was a thread made recently about the issue, but it is closed, with the tag "not an issue" but it is definitely an issue, and i am experiencing the exact same thing. 

Items are (obviously) put in the top but the message i get back (and all the other players) is "you cannot recycle that"

Check your recyclable items list , i have been recycling them for a long time,

"Common",
"Component",
"Construction",
"Electrical",
"Fun",
"Items",
"Medical",
"Resources",
"Misc",
"Tool",
"Traps",
"Weapon"

some of the above are the old definitions but wth i left them in anyway,

i have checked and doublechecked that the config is correct, all "Recylable Types" are there

Maybe try adding "favourites" to list and *check those items and see if that works, i dont know why it works for me but there are only a few things that wont recycle like all diving gear for instance.

Cameras and Laptops oddly enough fall under 'resources', double check that entry.
