I tried to make it so that the random spawning bases are all PVP and the bought ones are PVE but they're still all spawning PVE? I have chance to spawn PVP at 1.0, spawn PVE bases false and convert PVE to PVP true still no PVP bases.
No PVP bases spawning?

yes i know it's confusing given that 1.0 is 100% for other settings :/
