NPC's not reacting inside

Scenario - player raids a base and gets inside. All of the NPC's are set to spawn inside, player is in front of an NPC shooting them in the face and NPC stands there and takes it. Where would be a good place for me to find a solution to this ?

there is no solution. Rust has made a few improvements regarding this but the game bug (circle packing problem with GetPlayersInSphere) remains
