yes. that is not what it's used for though. it determines the surrounding height of the terrain and allows bases to spawn based on that. if you set it to 200 then bases can float 200 meters off the ground. you should not modify it from its default for this very reason. the maximum setting is 3.0 so you can't accidentally set it to 200 which would break the plugin.
by default all bases will spawn everywhere on the map and if this isn't the case then it's your map. Grids To Block Spawns At, Block Spawns At Positions and Zone Manager plugin will block spawn points.

enabling roads will help with some bad maps. disabling beaches will force the use of more inland spawns, but if your map cannot handle it then it will not work.
