Ok, so it seems that all the raidable bases show to be "Easy" on the map but are different when approached. The loot tables seem to be completely wrong. Took out a Easy base and the loot was NM loot. Still looking into it more. 

i answered this in discord already. please don't ask me in multiple places. you need to set the difficulty for the profiles.
