If Loot Items - Use Random Skins is set to true -- is there any way to configure a particular skin, or no skin, per loot item? Players have complained about not being able to stack items (such as satchels) that have different skins. 

nope, it's not configurable. no plans to add anymore options for skins, but i'll block skins for satchels and grenades
