I've been looking through the config but can't seem to find an option to this. Is it possible to make it so that the one who first started the raid and then got countered won't be rewarded when the ones countering takes out the cupboard? In pvp raids that is. 

no, this is not possible and I doubt I'll add it unless you have a good reason for it that I'm just overlooking atm. anyway, it's bad enough that players get countered, but it's even worse if you remove the reward as well. subtle changes like this can definitely cause players to rage quit or even find a new server

I'd also like this functionality, I don't know about the OP but the way I have it configured people know that by going to a PvP raid that they don't have to pay for being countered is part of the risk, we then give them the option to purchase PvE raids should they so wish.
