Network-based serverlag, not spawning all bases

[Raidable Bases] Grid initialization completed in 34 seconds and 215 milliseconds on a 4800 size map. 2518 locations are on the grid.
After this Message Plugin starts to spawn Bases, get 2/4 to spawn and stops causing massive lags.  It started "again" with latest optional server/client updates from Devs. 

Map infos:
- The map is 5000 size.
- custom Radtowns (w/o triggers for Map)
- first lag at 180k+ map entities (w/ players buildings)

This issue is definitly map related. We tested it on the same map:

1. clean wiped map - all bases spawns normaly
2. same map one week after wipe(with player buildings) - 1/4 of bases spawned only

Tested
1. Blank map without player buildings - bases respawn normally, without delays and do not create lags.
2. A map with player buildings about 2-3 days after the wipe causes the plugin to malfunction. It stops loading all the bases specified in the config and creates periodic lags on the server, about once every 30 seconds.

Bases installed manually with the command "/rbe name " do not cause lags on the server. Set of 12 pieces.
