can you add an option to disable laddering ? I use the plugin Limited Ladders but people are still able to use ladders to get up.

Try the BuildRevert plugin , it might suit your requirements
limited ladders has no support to bypass this. so pookins advice is probably better since limited ladders hasn't been maintained in 2 years
I just gave BuildRevert a try and you can still place ladders.
i've not been able to place a ladder using buildrevert with the buildrevert option in raid base set to false
