I am having troubles with loot spawning.  Bases and NPC's spawn in just fine, but all loot boxes are empty.  I have read through a few other posts, and tried to implement suggestions from different posts.  I have tried:
*resaving bases in fortify
*flagged duplicates in the config as true
*not putting loot in so it will pull from dangerous treasures
*putting loot file in manually
*deleting the config, and starting fresh again
I am scratching my head trying to figure out what i am missing.  My config file is below, and I would really appreciate any help or feedback.  Thank you.

I have an assortment of bases I'm using for testing. They are all created either manually or by copy/pasting other bases. For some reason, a very small amount of my bases didn't spawn loot. I didn't investigate why yet for sure.

One thing I did that I believe helped was despite the option to clear loot on spawn, I removed all loot from boxes and then copied the structure again. 

Do you have loot in the boxes already as part of the copied structure?

thank you for the reply.  I took all the files from fortify, so the bases should not be attached to any loot, and if i paste the structures in normally the chests are empty.

Unsure then. I have one base that consistently spawns without loot. If I figure anything out I'll post.
