So start of a new wipe with very small buildings and it is lagging the entire server when I have it set to use toolcupboard. Any idea why this is happening?

I'm also interested in this plugin because it seems very helpful. Just like your FoundationLimit.
But I think you would have to come up with a different more optimized system for both plugins as currently they both are doing something (using a search scope) does seem unoptimized. But the idea of the plugins are great and would love to use both of them lag-free.
I second what Goldie just stated here. The mentioned plugins are vital for some of our servers and thank god you made them. A little love on the optimization side would do wonders since our servers are usually already packed with many mods and perfromance is "delicate" compared to vanillas. But you know that. Just wanted to thank you man and encourge you to continue your awesome work.
