So what you're saying is that after consuming all the raid limits,  Raid blocks don't function properly?

Now a bug has been found in Operation Type0 of this update.
Buildings that you contribute to are excluded from the restrictions, which is why if you install towers or ladders around the building for looting, you will bypass the raid limit.

I want you to think about whether the bug you mentioned has anything to do with this

Of course, this bug will be fixed in the later version of 2.0.2 but it still seems necessary to find more bugs.

It's most likely that what was happening is related to the bug you mention. Ladders where used.
Both raiders where on there second raid of the day. 
The Ui counter was 1/2 when they started, 0/2 as soon as soon as they rocketed the first wall. Untill here all good.
After destroying a couple of walls and likely using a ladder all of a sudden they get the message "You can't raid anymore today".
They notify me. Some minutes go by, they try again and it's no problem, they can continue the raid.
(Maybe the ladder was removed... did not check)
Until a few minutes later all of a sudden: "You can't raid anymore today".
(Maybe another ladder was placed... did not check)
