So it happens occasionally to everyone on our server, including myself, but it says can't claim quest, contact administrator. Emptying a few slots from inventory solves this most of the time, however we've noticed that folks can spam claim quest and even though it won't give them scrap, etc. from the quest, it gives them $ from the economics plugin every time they click on it. I'm having to remove economic rewards from the quests to prevent this from happening.
Also, tunnel dwellers still don't show up since the last 2 wipes.
