Add a /pm block name command

One user can block incoming messages from another user when doing a /pm block name command

Data would be saved in like oxide/data/privatemessagesblockusers.json or something and it would keep track of one steamid and then steamids he has blocked

when sending a PM the blocked user sees "Sorry but this person has blocked your private messages", which you can change in the lang file, and the user that has blocked them doesn't see a thing himself

So any news on this? Would be much needed feature.

Could also be synced with already muted users

If you mute a user in chat, it also blocks PM's from that user.
