Does this only alert owner of building block or everyone on TC that has registered via the /pbreg command?
i might be testing it out within the next few minutes, but want to know if anyone on my TC will also get notifications

It should be both. So whomever has TC coverage and whomever is the block/deployable owner.
Also, Discord will usualy get a faster response than here. "!pb help" should give an invite.
