After much searching, over 100 survay charges used in desert areas on server, after hours googling what the hell happened to Oil Rig placements in Rust, Is there/Could there be a mod made that will allow/increase the chance of Oil spots to place PumpJacks again ?
There's this plugin over on oxide https://oxidemod.org/plugins/oilcrate.2339/ You can adjust the sucess rate on survey charges in the config.
Edit: After further reading in the plugin support, it needs to be updated. So hopefully someone can take this over and get it up and running again because this was a decent plugin.

its on oxide but i couldnt get it working today. i see that some servers are able to spawn pump jacks for players. wish i knew how they did it, as i cant place a pump jack even as an admin from the inventory. If i spawn it then it just doesnt ouput any oil.
i coded my own, if i can get ahold of author i will release
put pumpjacks in your loot tables and then make players get them in airdrops if you want them in game.
But u still need the plugin or it wont find oil on the ground in order for you to place the pumpjack.
